Bad Plan. you THINK the perceptions are wrong, they are not, "wrong" they are uninformed, and they are rather "diluted" too, because the problems are WORSE than reported by a very very wide margin. What needs to happen here is: Judges need to sentence, Rehab programs need to be held accountable, Children need to be educated conflict resolution skills and so do adults, Belligerence only dies of education, not whitewashing. What has been happening, no matter how bad they make it seem by trying to paint the rest of the country as bad as Memphis, which is a false perception created locally, is a whitewash of the core issue: EDUCATION. NO.
