		<description>What a remarkably simple - and important - idea ... targeted funding and development.  It does seem as though Memphis has started projects and development all throughout the City without finally completing any of them.  Before we start on the Overton Park retail center or Libertyland, how about we finish South Main and the area north of downtown Memphis?</description>
